When you have entered the Eastern regions, God willing, if any bishops come to meet you and wish to offer the libellus [the Formula of Hormisdas] signed by their own hand, accept it and grant them the fellowship of holy communion.

If, however, bishops who come to meet you refuse to make their profession in the manner described above, treat them with pastoral courtesy, but do not share a common table with them. Do not accept food or provisions from them — only transportation if the need arises, and hospitality, so that they do not think themselves utterly and disdainfully rejected.

When you arrive in Constantinople, God willing, take up the lodging the Emperor provides and do not allow anyone to approach you for a greeting except those the Emperor himself sends or those you know to be in our communion — until you have presented yourselves to the Emperor himself.

In all matters, maintain the dignity of the apostolic see. Be firm but not contemptuous. Be clear but not provocative. The goal is reunion, not humiliation.
