Context: Gregory orders Anthemius to prevent Roman church agents from disturbing Hereditas, a distinguished woman

I am directing you to ensure that the agents and administrators of the Roman church do not trouble or disturb Hereditas, a woman of good standing, in the management of her affairs. It has come to my attention that some of our own people have been acting in ways that amount to harassment, and this is not acceptable. The Church's administrators exist to serve justice and charity, not to create additional burdens for those we are supposed to protect. Identify what is happening, stop it, and make sure Hereditas knows that she has recourse to this see if the problem recurs.
