I direct you to use your authority to end this harassment. Philagrius should be able to go about his affairs without being subjected to this kind of treatment. If it is church people who are doing this, they are to be directed to stop immediately. If it is a civil tax collector, use whatever influence you have to resolve the situation.

No one should be subjected to harassment that your authority can prevent.
