Context: Gregory writes on behalf of the soap-makers of Naples through Augustine, their representative

The soap-makers [saponarii] of Naples have sent Augustine to represent their case to this see, and I have listened to his account of their situation. I am asking you to attend to their concerns with the same pastoral care you would give to any group of faithful in your city. These are working people of modest means whose livelihood depends in part on the arrangements they have with the church's estates and markets. Whatever legitimate grievances they have brought — and Augustine has described them in some detail — deserve your personal attention. Please meet with him and respond to what he brings. The poor of Naples should not find their bishop unavailable.
