Context: Gregory orders Fortunatus to open the gates of the Rufus estate to Theodorus, chief of the people

I am directing you to ensure that the gates of the estate formerly belonging to Rufus are opened to Theodorus, a man of distinction who serves as the maior populi — the chief of the people of Naples. He has a legitimate claim to access that property, and whatever obstacles have been placed in his way are to be removed. Do not allow whoever currently controls that gate to obstruct a man acting within his rights. If there is a dispute about ownership or access that I have not been fully informed of, write to me immediately with the details.
