Context: Gregory grants Virgilius his vicarious authority over the kingdom of Childebert II (Austrasia), and warns him against the Simonian heresy.

Gregory to Virgilius, bishop of Arles.

I am granting you my vicarious authority in the kingdom of Childebert [the young Austrasian king, effectively governed by his mother Brunhild]. This means you will exercise certain responsibilities on behalf of the apostolic see in the Frankish church, with the authority and under the obligations that this entails.

I want to be explicit about one matter in particular: the Simonian practice [buying and selling of church offices, named after Simon Magus who tried to purchase the gifts of the Holy Spirit in the Acts of the Apostles] has become a serious problem in the Frankish church. Bishops being ordained for money, rather than for the quality of their character and calling — this is a grave evil that corrupts the church from the inside.

As my vicar, you have both the authority and the obligation to address this. When you identify it, condemn it clearly. Do not be deterred by the fact that it may be practiced by powerful people; the more powerful the simoniac, the more important it is that he is called to account.
