Context: Gregory instructs all the bishops of the Frankish kingdom of Austrasia to obey Virgilius of Arles, to whom he has delegated his authority.

Gregory to all bishops of the kingdom of Childebert.

I have delegated my vicarious authority in your kingdom to Virgilius, bishop of Arles. I direct you all to give him the obedience appropriate to one exercising the authority of the apostolic see.

This means: when he convenes councils, attend them. When he issues directives on matters within his delegated authority, follow them. When he examines candidates for episcopal ordination, cooperate fully with his investigation.

This is not a matter of personal deference to Virgilius as an individual bishop. It is a matter of respecting the structure through which the apostolic see maintains its connection to and responsibility for the churches of the whole Latin world. The vicar represents me; what you give to him, you give in effect to the see of Peter.
