Gregory to Dominicus, bishop.

I must begin with an apology: my letter of congratulation on your ordination has been delayed far too long, and I am aware that this delay might have seemed like indifference on my part. It was not. The press of affairs here has been extraordinary, and the letter I owed you was pushed aside by one emergency after another.

Let me make up for the delay now with the sincerity of this greeting: I congratulate you warmly on your ordination to the episcopate. The office you have received is a great one, and the responsibility it brings is immense. But I am confident, from what I have heard of you, that you are equal to it.

Begin well. Be present to your people. Address injustice when you encounter it. Maintain the liturgical life of your church with care. And write to me if there is anything in which the apostolic see can be of assistance.
