Context: Gregory directs that the bishop's seat (cathedral) be transferred to a safer location.

Gregory to John, bishop of Velitrae.

Given the present dangers [the Lombard invasions that were making many Italian towns unsafe], the episcopal seat of your church is to be transferred to a more secure location. This decision has been made for the safety of the clergy and people and for the continuation of proper episcopal ministry in circumstances where that ministry might otherwise be interrupted by violence or invasion.

Make the necessary arrangements for the transfer. The essential furnishings and records of the church are to be moved carefully and with proper documentation. The new location should be one where the regular liturgical and administrative life of the diocese can continue without interruption.

I understand this is a disruption. But the alternative — the interruption of episcopal ministry through enemy action — is worse.
