Context: Gregory urges John to ensure clergy receive proper revenue allowances from the chartulary

Brother, I must ask you to attend more carefully to the material well-being of your clergy. Reports have reached me that the clergymen of your church have not been receiving what is owed them from the revenues and chartulary accounts — that disbursements are irregular, incomplete, or subject to delay. This is not acceptable. A clergy kept in penury by the negligence of their bishop cannot perform their ministry with equanimity. They are owed what is owed them, and it is your responsibility to ensure they receive it on time and in full. Review your administrative arrangements, correct whatever is causing the shortfall, and make restitution where it is due.
