Context: Gregory rebukes Adulinus for begging on behalf of the poor, and shares his own plans

I have heard that you have taken it upon yourself to beg alms on behalf of the poor in a manner that reflects poorly on the dignity of your office and, frankly, on the dignity of those you mean to help. I do not doubt your charitable intentions, but the means must match the purpose. The poor are not best served by performances of their poverty before those with wealth; they are served by quiet, systematic, dignified provision from those responsible for their care. This is the work of the diaconia, not of individual solicitation. I have my own plans for addressing the needs of the poor of your region, which I will communicate in due course.
