Context: Gregory orders Columbus to convene the council's primate to judge between Victor and another party
A dispute has arisen between Victor and another party whose resolution requires the authority of your provincial council. I am therefore ordering you to convene the matter formally, with the primate of your council presiding, and to render a judgment according to the canons. This see will not micromanage every local dispute, but neither can we allow them to fester unaddressed. Gather the parties, hear the evidence on both sides, and proceed to a just determination. Send me a full account of your findings and judgment when the matter is concluded.
