The right of sanctuary — the protection offered by a church to those who flee to it — is to be defended. No one who has taken refuge in a church is to be subjected to violence there.

This is a principle that goes back deep into the church's tradition and has been recognized by civil law as well. A person who runs to the church seeking protection is claiming the authority of God against human power. That claim is not to be violated.

If anyone attempts to seize a refugee from a church in your diocese by force, intervene. Use your authority. And if your authority is not sufficient, bring the matter to my attention immediately.

The church's protection of the vulnerable is not a negotiable feature of its ministry.
